Day One Priorities

Hunt County needs vision, direction, and a willingness to confront both challenges and
opportunities head-on. This roadmap broadly outlines how we begin to move Hunt
County starting on day one.

Reform the Budget Process

Build the entire process to be transparent, team-oriented, and communication-driven.
The budget should reflect countywide priorities, not reactionary or isolated decision-
making. It should also feature maximum transparency, not the bare minimum.

Create a Strategic Capital Plan

Develop a plan for all county capital needs, including roads, facilities, and equipment.
The plan should address:
• Short-term necessities
• Long-term needs
• Funding strategies
• Accountability and performance benchmarks

Conduct an Operational Assessment of County Departments

Each department overseen by the Commissioners Court needs to be evaluated to
ensure the systems and processes in place produce the level and quality of services
taxpayers expect. This includes increased efficiency, communication, and resource
allocation.

Review all Policies, Regulations, & Contracts

All policy and regulatory documents, as well as contracts for services, need to be
reviewed on a regular basis to ensure County needs are met and resources used
effectively.

Evaluate Emergency Management, Disaster Preparedness, and Public Safety

Emergency management is a core function of local government. It will be a priority to
look for ways to strengthen emergency response capabilities through better
communication, planning, and coordination across agencies. It will also be a priority to
adequately fund Law Enforcement and Public Safety, so as to ensure we meet the
growing demands of our County now and into the future.

Respect the Role of Commissioners

Each Commissioner is elected to represent their Precinct and plays a crucial role in
County governance. As the County grows (and has grown) it’s vitally important that the
County Judge treat Commissioners as cooperative and collaborative leadership
partners.

Build a Culture of Communication and Respect

Communication must be the driving force of county government. Every taxpayer is a
stakeholder in this community and deserves to be treated with respect, courtesy, and
transparency. The County should take lead in brining information to the public whenever
and however possible, and not simply wait for it to be asked.
